City/State/Country from Lat/Long and display on a map.

We get several requests from around the world, the requests include where the request came from in long/lat format.
What I need is a script that takes the coordinates and gives me back the city/state/country. I'm using another script that uses a REST API to put the coordinates in an array, however you can use the attached csv file.
As the city/state*/country is returned a counter tracks the number of requests from that location:
$loc= getLoc($lat,$long);
$geo[$loc] += 1;
example:
array(
['San Francisco, CA, USA'] =>20,
['Paris, Ile-de-France , France'] =>10,
)
The resulting array will then construct the data for a interactive map using highcharts:

So, in a nutshell:
Script to get City/State*/Country
Track # of requests by location
Use that data to build the interactive map using Highcharts.
