Build a web based software

Hello to every one This project is for a web based software, which in a way it is a website. The web app should start with a sign in where 3 different users’ roles should be allowed to log in 1-Normal user 2- Manager 3- Administrator The normal user can see only his profile and in his profile the user can fill out a form which is pre giving by the administrator of the software, than after the form is filled that form goes to the managers account but also saved on the users profile waiting for approval. After the form is received the manager should have a check list where he just check to know if the requirement are filled than if all the checks are done than he can send it to the administrator for final approval. After the administrator gets the approval he then can send a confirmation notification by email from the software to the applicant. Also the normal user needs to have a tab where filing the form where he can import a text or excel file with the same fields and the fields to be filled automatically All the forms filled should be saved but divided in 2 categories, 1 approved and 1 declined For the approved categories each approved form should have a tab where the manager and the user can import data for example there is a form where the user applies to get a loan, after the loan is approved than they need to import data each month how much they have paid off and automatically the that amount that is paid off should be subtracted from the total amount and they can see how much the user has left to pay and also it should be a place where they can input how many days they were late to make the payment if any. Also the manager and the administrator needs to generate some reports which will be from the fields that are created. We need a draft asap but the whole thing needs to be done in 40-60 days maximum even faster if its possible
