Build a small responsive website with a shop and CMS

Create a small shop website with CMS. Fully responsive for mobiles / ipads / computers. See screen shot attached. User can edit products, categories and subcategories. Products are assigned to a Category, a subcategory and an Artist. There must be a "not applicable" option for Artist. If a user clicks on Artist name, all products from that artist will show. Add tags next to each product which work with the Search box. If user searches for a word, if that word is within a tag on a product, that product shows in results. Homepage large banner must rotate and be editable in CMS Tshirt image with link behind must be editable in CMS. User can assign a product in admin area to the Top Sellers section on homepage. User can edit homepage text, about us text, Shopping cart facility which then sends details and total to Paypal. Dynamic categories / artists in footer Editable banner with link in footer in CMS Newsletter sign up sends email to my client Category pages and product pages can just be a standard design used from any template. About Us page will be completely editable using some sort of word type editor so my client can design it. Contact us will just have form on to send email to my client NO time wasters. This needs to be done by November 10th the very latest. If you fail to meet the deadline, you will not be paid, since my client needs this ready for a very important exhibition. I don't mind if built on Wordpress or another CMS but it has to be easy for my client to edit everything Low budget - max $450. Do not bid more as your bid will be removed.
