Build a location based company listing website with business promotions

I have a client that needs a website built that is similar to [login to view URL], but will be focused on one specific city and surrounding suburbs.
Basic functionality:
Client needs to be able to add/edit/delete company listings in the directory.
There needs to be categories that company listings can be placed into.
Need to be able to set a company as "featured" to be listed on the homepage with the company logo.
Homepage has an image slider with local business photos.
There needs to be packages offered to businesses for them to buy ad space on the website.
Client needs to be able to add/edit these packages/ads.
Reports need to be generated to show businesses their ad statistics. Impressions, views, click etc…
Along with ads on the website there needs to be an option for businesses to have a featured page. This will have details about the company. History, description, images. Anything the company buying the "featured page" wants to put there. Should have the option to input HTML here.
Ads/featured pages need to have an expiration date. They are only good for a specified time frame.
Website will be English only, but use Google Translate dropdown to allow visitors to change language.
All this needs to be managed by my client (website owner) in an admin section of the website. The businesses being listed, buying ads, buying featured pages need to go to the website owner to make changes. They do not need web access to any of this.
The website does not need to handle payments of any kind. Payments with be ran locally in a payment processor or by checks from the clients.
Technical Details:
This needs to be written in a PHP framework. Preferably Laravel
This needs to use MySQL.
Needs to be mobile friendly. Responsive design preferred.
