Build Secured Website and PayPal/ Escrow With App Option

I need a website with additional iphone and android app that: USER END - users register process verifies other users identity with email and cell phone verification codes. user is auto assigned a ID# at registration. - users can quickly find users by ID# - users sends out invite to another user selecting day, time, location (select from a list of options) of appointment along with setting up email or cell reminder. - need either paypal (if there is a way for INSTANT payment) or escrow process where first user deposits funds into an account and can release immediately to other user who is linked once services are completed. (Open to this being linked to some escrow service as long as its secured, reliable and cost effective) - users review each other with various field options (also an input field only main office can see) - item inventory (with description and photo) and allow users to purchase and pay for shipping. BACKEND - allow us to upload items in inventory including description, location, price, photos, etc. - user site is similar to facebook with private setting you must be registered to access. - registration process includes email, phone number verification. - user profiles to display only first name, ID#, city and state and photo to other users. - secured site that helps deter hackers - allows us to ban a user, change passwords, other admin functions - additional options
