Build Platform for Social Networks

Platform enabling users to build social networks. Must be built from the ground up using clean code. No clone. Upon completion of project I will own all code. Will supply specs including mockups to those demonstrating superior skills by way of portfolio, reviews, references etc.... Equally important is freelancers ability to communicate in English.
Finished product will be a secure functioning (no bugs), scalable site that will handle unlimited networks and users. Each network will have Blog, Forum, photo uploading, groups, events, control panel for network admins, And a master control panel for my admin.. An activity feed will be displayed on the home page as well on the landing page (which will be included in this project). Freelancer will build and design all aspects of site.
Before awarding this project I will pay freelancer for clickable wireframe, freelancer will send me a quote for a clickable wireframe/prototype that will demonstrate ALL features/functions of pages of site. I will quickly submit a separate project for this clickable wireframe and award to said freelancer.
Freelancer must speak excellent English and must render satisfactory services otherwise I will demand the cash back. Sorry, but have had a bad experience with coders that could not communicate well enough in English. Milestone money will be only be released upon completion of satisfactory work.
