Azure Deployment Expert with Architecture of Web App and Web Service Development Experience

Looking for someone who has a deep understanding of setting up and optimising a continuous deployment environment within Azure. There will be a web front end developed using the Laravel framework in PHP I want to run as an Azure Web App. There will be an Azure SQL Server database server. There will be multiple Web Services created in Azure using C# or whatever you prefer. I have the functional spec and database design done. I have Laravel developers to do the front end. I want you to first setup a staging and live environment with the ability to check code into Github and then build a staging server and run some automated tests. I'm not sure of the best way to promote staging to live, hopefully you have experience of doing this. I then want you to architect the best way to create web services and have staging / live versions of those with auto deployment from Github as well. This will be a 4 month project initially with ongoing work after that if all goes well. If you are comfortable doing so you can oversee the 1 or 2 frond-end developers, and I would like you to develop some web services and monitor and maintain the hosting setup.
