Animated Tractor Scrolling Across Screen

We are looking for someone that can animate the tractor to scroll across the screen of [login to view URL] I am not sure if this can be accomplished with CSS versus Flash. This also has to be responsive as this template was built as a Responsive Wordpress Theme.
If you look in the footer there is a tractor and we are wanting this to slide across the screen. We do currently have a transparent version of the tractor as well that can be used.
