Android Push notification without GCM

I want you to write push notification program to be updated to my server and By push notification, I wanna send text, web links to android user base and push notification needs to work without GCM. I want to use my host for this purpose. In the panel in web, I can list the android applications and separately send them push notification. if you have already done project, it is also okey just to show me using demo link to be reviewed by my side.
