Add feature to existing site

I have a website almost complete like facebook, Need to add following feature- 1) Add friend feature 2) Message feature 3) Live chat ( like facebook ) Designs are ready, other code is ready and I have proper documentation of code. My previous developer could not complete it because of health issue. I am no tight budget , but I need long term maintenance of site and mobile apps as well so I am having plenty of work in future
