RSS Server in Delphi

Looking for a coder to write an RSS Server application in Delphi that, when installed, serves an RSS (XML) file when it receives an HTML request for that file via TCP/IP. The elements of the RSS feed will be in a text file (.TXT). When the application receives an HTTP request, it should look for a .txt file in a specific directory that matches the name of the RSS feed requested. It should read the text file, format it into appropriate RSS format, then return that RSS file as the response to the original HTML request. If the file does not exist, a default RSS file should be returned. The Delphi web server should be completely standalone (doesn't require IIS), and should run immediately after the application is installed and running, without any additional installs or configuration necessary. This should be fairly straightforward for someone familiar with XML and Indy. ## Deliverables DELIVERABLES INCLUDE: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
