WordPress/PHP/MySQL edits to existing application

There is an existing application that generates reports based on data stored in a MySQL database. It has been implemented as WordPress templates for easy content and user management.
I need 3 tasks done:
1. There is an existing search template that needs to be modified to do the following:
- Query the WordPress user table and display all users of a specific level, and display them as check boxes on the search form
- Put together a SQL query that returns records matching the user IDs checked on the form
2. There is a related form for creating/updating records that needs to work the same way. When a record is being created/edited, the WordPress user table needs to be queried for users of a specific level and presents them (like the search form) with a series of check boxes. All checked users' IDs are inserted into a field in the database so that they can be retrieved by the search form.
3. Currently, there are some tables in the report that are rendered with a transparent background graphic that is interfering with printing. There is one table that uses a preferable method of specifying background color opacity. You will be able to work with an example from the table that works the way I want it to to correct the tables that aren't printing properly.
Please only bid if you have WordPress experience (since you need to know how to retrieve WordPress user IDs) and strong PHP/MySQL query skills.
