Social network for users to post pictures.. like Twitter

Greetings, I am looking for a website designer/programmer to design and code a new local social networking website. I am looking for someone with years of social networking and website design and coding experience and ITS VERY IMPORTANT THAT I HAVE SOMEONE THAT HAS EXPERIENCE OR KNOWLEDGE/CONNECTIONS TO MOBILE APPLICATIONS OR MOBILE WEBSITES.. The basic features of the website will be that users will have the normal things like a profile and homepage. The website will be centered around users being able to post pictures of themselves on the website for their friends or followers to see. Users will be able to post these pictures from pictures on their computers AND from pictures taken from their phones. this website basically will be similar to twitter or plixi where users can post pictures of themselves and show up in streams on the website homepage. I Also potentially want some sort of small mobile application or the website to have a mobile website version so that users can view the website on their phones. This project will be just the first project to bring this website up for my community but there will be MANY project for additional features and sections for you as time goes on, so there will be many more chances at furthering our relationship. There will be other features to the website but When i choose a winner bidder I will give the full description of all features and sections.
