Refactor existing site + implement new design

GOAL: Refactor and redesign existing web page by the end of May.
I do not have a detailed requirement specification for this project, so this project will be following the LEAN way of developing.
I need one back-end developer to refactor business code and implement framework.
The developer must be skilled with various Frameworks. I have a finger on Phalcon. Ever heard of it?
I need one front-end designer to implement new design.
This developer must be skilled in jQuery, HTML5 and CSS3.
Primary goals for this project are:
1. Refactor code
2. Replace custom code with a framework like Laravel or Phalcon etc for all backend logic
3. Add remaining core functions
4. Implement new design
5. Design remaining templates (will mostly be done by Steven)
6. Implement remaining templates
7. Complete SEO optimization (has been started)
Secondary goals:
1. Optimize load time
2. Implement caching
3. Add security through services at [login to view URL]
The project team will
• Try to use Scrum as a project tool
• Use Assembla for managing tasks and goals
• Use Subversion hosted at Assembla for SVN

About me:
I'm an interaction designer and have developed and designed 80% of the existing site.
Payment:
Payment will be done every 30 days or as agreed upon, as the developers will only be working 60% on this project.
