Free Stock Photo website

I need a simple stock photo library website put together. Files: - Main file type will be .eps and .ai files Details: - Users can search for files they would like, they can then download these files - Users can upload files to be included in the gallery - Users can 'flag' existing files as copyright, i can then review them and remove them Design: - I will supply a very simple design layout and will need it turned into a website. - I am happy to use an existing theme or framework, ideally wordpress as i am familiar with it. - Very simple clean design - I will supply a rough mockup - A space for advertising (google adwords, or banner ads) Functionality: - Search bar - to search all files tags, description and name - Do not need eCommerce - all files are free - Upload a file and name, description and tags - Anyone can upload a new file, where I can assign a thumbnail and high-res screenshot - Any file can be flagged as "stole" or "copyright" I then need to be able to review and remove the file Some similar sites are as follows: [login to view URL] [login to view URL] [login to view URL] [login to view URL] Budget is low >$250, so am looking for a simple option.
