Existing Wordpress Template Changes

This project requires a Wordpress Expert who is highly skilled in custom coding, PHP, CSS and general web design. I also expect someone who has a high attention to detail and can get started right away. Basically I have a website and existing Wordpress template (This is the template - [login to view URL]) that I would like the following changes made to: 1. I would like the navbar, bottom sidebar and footer to be fluid while the rest of the page remains fixed. 2. I would like to setup a 2 stage 'Free Quote' submission form using 'contact form 7' directly under the navbar on the homepage. 3. I would like some spacing reduced on a few pages. 4. I would like the blog section of the website altered significantly in terms of layout. 5. I would like the contact us form on the contact us page to be nicely laid out. 6. I would like the bottom sidebar to display with blank searches (?s=) 7. I would like the sitemap page to include all pages - not just pages in the main navigation. 8. I would like by default to all headlines. 9. There may be a few other minor changes as we go. I will provide much more detail on each point to the chosen expert. PROJECT NOTES: Keep in mind this project will need to go back and forth a few times to get everything the way desired. Please note that this project is to remain completely private - Do NOT use it in your portfolio. Please also note that all the changes you make need to be completely compatible and TESTED with IE8, IE9, IE10+, CHROME, FIREFOX, SAFARI & OPERA. Basically everything needs to be 100% compatible across all browsers and compatible with all newer versions of WordPress. Also getting the page to load fast is going to be very important so please keep that in mind. Functionality of the current template must remain, and any additions you make must be easy to edit. (I have not decided the color scheme 100% yet so things like that need to be easy to change through editing a color code in a stylesheet or otherwise). I would like you to supply a txt file detailing all changes made (what code you supplemented and where).
