Voice recognition software

I need simple Voice recognition software that will:

1. Voice Recognition: Convert DSS voice files into text using voice recognition engines (preferably Microsoft or IBM Via Voice or Dragon Natural Dictation). For better recognition I would like to use multiple (two) speech recognition engines, let me know the additional cost separately.

NOTE: I would like to know what engine(s) you intend to use and why?

2. Training: Ability to train the speech recognition engine using the past dictations by each user or profile.

3. User Profiles: There are multiple dictation files from multiple people/voices. I would like to have the engine to be trained based on each user profile.

4. Grammar: Ability to Configure User / profile based grammar as well as system level grammar.

5. Interface: Intuitive, Easy to use and train.

6. Excellent technical and user documentation and programming conventions (such as Hungarian Notation).

7. Reports: Simple status reports.

8. Others:

* I want status updates every other day.

* This application must be written in C Sharp or VB (Visual Studio 2005)

* I retain all of the rights to the source code

* If you need a database use MS Access database. Any other Values can be stored in config files (I don't want them to be stored in registry) as needed.

* I prefer no other third party software to be used for this solution unless we jointly agree to use it prior to the development starting.

The project is very simple for now. There may be enhancements down the road.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
