Create Online College Management System

We need a team of highly knowledgable software designers to work with us to develop a college management system for our online school. Once created we will require ongoing support and development as well.
This software would be based in PHP and MUST integrate with Moodle.
There needs to be several elements within this software, which we are only looking at the first stage to start with (you are only bidding on first stage, with the scope if the partnership works to aid us in the development of the next stages).
First Stage
Firstly, the student management side which will store the students contact details and create users in moodle, log all communications (auto generated and manually), generate auto emails for due dates and end of enrolment etc (via a template system), management enrolment and dates (integrated with moodle and enrol student in moodle), show grade book, academic transcript etc. This system would also manage the workplace supervisors details and portal with login to see an overview of where the students are at. It would also handle exam proctor registration.
Secondly, there needs to be an area with web forms we can embed on our sales website to collect details from prospective students and take admissions. This section would be like a CRM, where we can market automatically via email to the prospective student, and track their application process, and then officially enrol them as a student (converting them into our student management side and moodle and stopping the sales marketing to them). This section would also need a section where we can add in manual sales calls from phone calls.
Second Stage
Once those two stages are complete, we then want to look at xero integration for billing.
Finally, we want to add in a practical skills log area which will record students attempts at practical tasks within their course syllabus. We have the bare bones of this designed already however it will need tweaking and integration into our system.
We understand it is hard to put a firm bid on a project that has such a loose scope, so we will work with you on the budget as the project progresses. Please bid on what you think the project will cost to finish the first stage.
