Google Adwords API Setup

Seeking a developer proficient with the Google AdWords API to create an application that allows management of keywords using the AdParamService as described on this page: [url removed, login to view] The tool should have the capability of posting to the AdWords API from a spreadsheet or flat file different records from the file on the keyword level. An example of data needing to be posted is as shown below:

Campaign - Animals

Ad group - Cats

keywords - mauve female feline

adparam1 - mauve

adparam2 - feline

destination URL - [url removed, login to view]

We need use of the AdWords API because there is no other way to post adparam values. (AdWords interface doesn't support it). Since we are not so familiar with the API, you may have questions on how we intend to use the features. This will be using PHP. Please bid ONLY if you have experience with Google Adwords API and are proficient in PHP and such programs with Google.
