Looking for Contact Information at Cheapest Universities in Latin/South America

I need name, contact info and ranking on price/pay for most colleges in Latin and South America ie University #1 [[login to view URL]][1] Least expensive University #2 [[login to view URL]][2] 2nd Least Expensive .... University #20 [[login to view URL]][3] 20th Least expensive. I assume some countries are cheaper than others. I want Universities in the cheapest countries. When providing me the info you must have some proof. Ie Uruaguay, is much cheaper than Mexico because ... The reason why I want this is because I need to hire about a dozen college instructors part-time to produce thousands of questions for academic exams in Spanish and I'd rather not ask at the top universities or expensive countries, because they will be too expensive. The ranking does not have to be 100% correct but close. Just don't give me an expensive school in the list. All links must be 100% accurate. So, check them before turning them over to me. I'd like at least 20 Universities (cheapest). But the professors must still be good (ie at least a Master's, preferably a PhD). Also, they must be University's that have a PhD program for Spanish (ie maybe called Languages). So, don't give me a link to a technical college. I must either have a link to their Spanish Department or a link to the University and an email to the Spanish Department. Remember, just because a person is from a Hispanic Country doesn't mean they can teach Spanish. I am from the US, but you don't want me teaching English, I promise!
