I have two websites, I have the code for 1, the second 1 I don't. I need #1 to be redone into the #2 site. I am open to how you want to code it. The second site (no code) needs to have a few more things implemented as well

We have 2 websites. The 1st site, we have the code for, but we want it to work like the other site that was not completed (which we do not have the code for) as well as implement a few more things that the second site has, since the first was also never completed.
There are a few more items that need to be implemented and fixed. Such as, paypal api needs to be implemented, a complete history everytime their is billing, when we input something into the database, or when we print something.
The way the website works, is someone comes to site, signs up, pays, enters in their account names, account numbers, (using a drop down box) chooses a reason, an then checks between three choices (or can choose two or all three).
That then gets saved, they're billed 5 days later, and then their are 3 backend accounts. 1is the admin, where all cms is contained an is basically the master account for everyone as well, and the printer account, which is an account set up where I could log in, and see everyone that needs 2 be printed (every 35 days), an it would use templates (which are editable letters within the admin section), an plugs in the information used, such as name, address, credit account name/number, etc. as well as would take the reason they chose (from the drop down menu) an depending on which 1 they choose, would place a sentence in its place, which would be randomly chosen. Kind of confusing unless I show u what I am talking about. The 3rd one would just be a universal login so we can provide that to companies to be able to log in an be able to upload a file and designate which multiuser it would go to.. that is all they can do.
(Most of this has already been done on the 1st site I have done, which can still be seen/edited, it must function better/look nicer, which the 2nd site has almost all this implemented already an has the look an feel we want).
We are also including a more detailed scope to tell exactly what needs to be done (which you are also agreeing to). An everything needs to be editable in the admin section. Including the emails for the "referred by" section in the scope (attached). Failure to complete the entire website to our specifications, and within the timeframe, forfeits any/all money; Expert Guarantee, and all money in escrow will be returned to us immediately.
## Deliverables
Other info:#1 Besides the home page, there are approximately 10 pages (read #3), and then the backend, however some of the pages other then this are dynamic. For example, if we add a new client, then that clients information appears. Possibly using AJAX
#2 Also, on the backend, it should be dynamic where once logged in, then you have options to choose, rather then loading a new page, it would just give you the options right there. Again possibly using AJAX.
#3 The pages have already been written, but in the admin I would like to be able to edit them, and possibly add more (my current site has this function already implemented, just needs to be rewritten).
