I want to create a non-profit free to use (by all) recruitment website for a specific sector, which will carry no advertising and have no income. So, I need to keep the costs down because this is for me, not money. I have no idea what exactly is required so I'll describe: I want someone who can add the necessary coding to a wordpress, joomla or drupal install and template in order to create a recruitment website where employers can advertise jobs and where jobseekers can register, create jobseeker profiles and the apply for the jobs advertised on the website. Large parts of the site will consist of simple static pages (no blog facility at all) and only the jobs section will be restricted. I am not interested in a jobs feed from anywhere. I expect to use an adapted version of a simple off the shelf responsive template. I want a condensed / abbreviated version of every advert to be visible to all visitors, on a specific jobs page and perhaps also in a 'latest jobs' section on the front and other pages. However, I only want registered and logged on Jobseekers to be able to read the details in full and apply for a job. Jobseekers who register should be able to complete a profile which also allows the upload of a word or pdf format cv. Ideally, Jobseekers should be able to specify if their personal details (name, photo, etc) are visible during employer searches, but all registered profiles should be searchable on specific fields (gender, age, qualifications, experience, location, etc). These search fields may need to be adjusted and updated with time, so I need to be shown how to do this. I want to force registered jobseekers to complete at least a percentage of their jobseeker profile before they can apply for any of the jobs advertised on the site. The registration process must include an email verification process, though I know there are ready-made plugins that do this. Applying for a job would be done via an internal mail form populated by data from the profile, emailed to the advertiser. The form should provide this data, plus a link to the jobseeker's full profile and automatic permission to see and read all. I want employers to be required to register and be approved prior to posting job adverts. As mentioned before, I want an abbreviated version of the advert to be visible to all visitors, but some of the detail and the ‘apply for this job’ option will only be visible to logged-on registered users. I’d like a system which means that when a jobseeker hits the ‘apply’ button it sends an email to the advertiser with a short customisable message, a basic copy the jobseeker’s profile details and a link to the full profile, allowing the advertiser unrestricted access and allowing contact details (email, phone) to be visible and allowing download of a word or pdf cv if the jobseeker uploaded one to their profile. ONLY registered employers with a curent advert should be able to search the CVs of registered users (access via a time-restricted password?). Searches will be via selected fields such as age, experience, qualifications, location, etc. I will almost certainly need to be able to modify and perhaps add to these search fields as the site develops. Upon searching, the employer should be able to view simple results (line listings, or similar) of potential employees. They should then be able to view in detail and contact a restricted number of profiles each day. Any contact between employers and jobseekers needs to be via an internal mail form, with email addresses not visible at any time. I know some of these tasks can be completed with existing plug-ins via wordpress but I am keen to look at other platforms if there is someone out there who can offer this functionality via Joomla or Drupal. Whatever is used, it must be a responsive design compatible with all browsers. Cost is very important as this is a personal thing, not a commercial project, but I'm open to all offers.

Hey. I've read your description and I don't think that using a cms like wordpress or joomla is a good idea. I'd suggest creating a web application from scratch, with a framework like ruby on rails, or django. You can then use a service like Heroku to host your app for free at start. Then when and if it grows, you can buy more server resources to keep up with the traffic. A cms like wp or joomla will be too heavy, too slow and the resulting amount of plugins and hacks needed to run your website will be too hard to manage. You will run into problems very soon. I can help you get your project started using ruby on rails and heroku hosting. You could also use amazon's s3 to host your uploaded files - they have a free offer that gives you some diskspace and traffic for 12 months. That way you'll have a functioning, optimized application running in a cloud. Then you can scale it, if it catches friction and maybe some funds.
