Write a plugin for Resourcespace (resourcespace.org) DAM to upload videos to VIMEO from within ResourceSpace

We would like to be able to publish to Vimeo from our private DAM. ResourceSpace is installed on an Ubuntu server on our intranet and is behind a VPN. I am not familiar with Vimeos new API, so I am not sure how much control you can have, but Ideally I would like to be able to specify some of the Vimeo upload options right from the plugin. For example we manage our videos on Vimeo in Portfolios, so Ideally would like to be able to select or at least specify the portfolio for the video as well as be able to fill out the description and name fields. We would also like to have it integrated into their plugin system so that the plugin settings (such as the OAuth 2.0 etc) could be managed from within that framework. But I believe this is the only way to do it anyways. ResourceSpace is all PHP and is running on a LAMP stack. There is a very similar plugin that is available for Youtube, so if it could be tweaked for Vimeo it would probably save a lot of work.
