Need to complete Joomla website (all subpages)

We need to complete our Joomla 1.5 (no legacy mode) website, which includes all subpages (see attached). Our frontpage (<[login to view URL]>) was successfully completed and now we would like to open this bidding on RAC for all existing options. We are very concerned with Search Engine Optimization, the URL, keywords architecture should be taken into high priority when building. We also expect the implementation to be in modern HTML (xhtml1 transitional) and CSS. All positioning and styling should be done in CSS. Graphics should be optimized as much as reasonable. Our website has 32 languages. Some of these languages (e.g. Arabic) are read from right to left. So it must have support rtl The website must look the same in all current browsers (e.g. IE 6,7,8 Firefox 2,3 Safari 3.0. etc.) and be built in a reusable fashion.
