ajax/JS map (PHP integration)

I'm looking for a new feature for my site: [login to view URL] Just some background detail on it, text based online game, users all fight to be the best, based in one city which has several zones in it for them to visit. What we are looking for constitutes to a "map" of the city that a user can navigate around and go to each "zone" so a potential bidder will need previous design experience aswell as programming experience. Their navigation icon would be a car silhouette and would be manaeouvered either by 'wasd' keys or arrow keys. Other potential things you will need to take note of is each car will only be able to travel a certain distance depending on fuel, and as such there will need to be a visible bar that reflects the amount of fuel remaining. The entire feature will need to link in with the current DB (mysql). Attached is an example of the map as taken from another site just so you can get a feel of what im looking for.
