Build Lunix chat using usb camera

Need to make a simple chat utility for Chatting live video in using java / python on a PHP interface using a web camera through Linux VPS. This program will connect 1 to 1 user at a time between the online available. The program need to be dynamic IP compatible. The program should be properly documented in English.
