Real Estate Data Display Program

I need a program to interact with my local real estate listing service that shows thousands of homes for sale. The program will log onto the website where this data is hosted, and operate
in 3 steps:
1st - I need to download the entire contents of
this real estate server - the database is estimated
to have 475,000 listings, with 144 data points
per listing.
2nd - I need to create a program that will use the
downloaded data as well as querying the site
for new and changing data. The data will consist
of homes for sale and their attributes - the
program will help a user determine the value of
a home (by using comparable data from the site).
The program will display the results graphically,
as push-pins on a map, with the head of each
push pin showing the data point, such as sales
price. There will be a control panel on the screen
that will allow the user to change the display
shown (i.e. the pins of data) as well as the data
point displayed on the head of each pin. I am
guessing that Microsoft Streets and Trips will
supply the maps where the push pins will show
up.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
The program must be web-based, and usable
from any PC, not including Apple computers.
It must be usable by people with Windows XP
(all versions) or Windows 2000 (all versions).
