I need to develop a web-based application that allows users to easily input the results of legislative roll call votes. The project I am working on requires me to digitally record the results of roll call votes cast in the Colorado House of Representatives. These roll calls have been previously recorded in a journal (see attached file "CO Journal [url removed, login to view]"). What I am looking for is a web-based program so that a user anywhere in the world can look at this journal and easily enter the vote for each member of the state house. The program should use a member list file (see attached file "CO members [url removed, login to view]) and produce a list or grid of all the members and a space to input the appropriate vote. The user should be able to choose from four different vote options: "Y" (yes), "N" (no), "E" (excused), and "-" (absent). Although the user will see those four options (Y, N, E, and -), the vote should be *recorded* numerically as a 1 (yes), 6 (no), 9 (excused), or 0 (absent). There should also be input fields available to record the journal page number, the vote number on the page, the date of the vote, and a brief (50 char.) description of the vote. The output should look like the attached file "CO vote [url removed, login to view]". Field results are separated by commas. The fields are: journal page number, vote number on page, date of vote, description of vote, and the vote result for each member, corresponding to their listing in "CO members [url removed, login to view]". This application should be easily adaptable to other member lists and legislative bodies.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
