Solve charset problems

Hi, I've a big problem with my search engine sexscraper.com. My bot scrape website, get the content and analyze it and then put some data in my bdd. But it's very hard to me to get clean mysql data because on some website special charcaters are encoded. For example: look at [login to view URL] and type "sexe" in the search box. Look at the results and you will see what is my problem. That's why I need somebody to look my PHP code/Mysql BDD and resolve my problem. What I want: when my bot scrape a website characters are good encoded, special char or not (éèïç...) and good saved in the BDD without any 'king charset problem. My budget is 30$-40$. WARNING: think that the futures new website crawled by my robot MUST BE good encoded. I don't want somebody to resolve problem only for the current saved mysql data.
