Pre-Development talk/discussion

Hello,

I have an idea for a program which I am keen to develop. It is focused on one area which would help a lot of users of a certain application.

However, before I would go ahead with it I would like to talk about it with someone who might be able to do the work.

Basically, I am looking to have a desktop application created to perform tasks that an online PHP administration application does.

For example... a news script. I am looking for a desktop application that will perform some, or all of the functions that the admin area does. Add news, add users. I am not sure whether it could be all through the application or if webscraping of some sort would be needed. An SQL database is involved.

I need to discuss the idea with someone who has knowledge and experience with PHP, and a desktop language like VB or something to see if this would be possible for the scripts I am talking about.

I am not aware that this exists yet and so it would be the first. A good possibility it could be amazing! I would be looking to have an NDA signed by us both.

A good discussion to come to a good conclusion may take a few hours and/or several emails back and forth.

I hope someone is out there keen to talk with and then perhaps take things into the development stage.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
