I want a visual c#.net 2.0 application (vs2005) that will do the following :

i want to use rfid tags and receiver.

so i want to put to some points of my city rfid tags, and when i am approachin this spot with my smartphone (mobile windows 5.0) some msg will appear on my phone about where am i and what exists there (the msg will be delivered to you by me)

All the source files are needed by the end of the project.

i am in a real hurry, so please the timeline must be short.
