Directory page for Listings Website

My web site is a directory of wedding professionals. Photographers and other weding professionals pay a fee to list themselves on my web site. It is similar to how business pay money to Yelp to control their listings or restaurants pay money to OpenTable.
I would like to create a page for it very similar to the directory page on OpenTable. Specifically, I would like to mimic the interaction on Open Table -- when a user mouses over a region and a pop up menu appears that shows them sub regions. I have enclosed a screen shot to better illustrate the interaction.
This will be built with PHP, HTML, Javascript, JQuery and CSS. I have a small amount of code that you can use to get started.
