Create child template for a theme with some customization

I have a template ([login to view URL]) that needs some customization:
PLEASE READ CAREFULLY BELOW - this is not just html/css work but involves a deeper customization of the theme.
- removal of some items, modification of some pages
- **addition of custom post types**: I would like to add a searchable archive page for a long list of links to past work. The archive page should show JUST these links (which I think would be a custom post type, but you can convince me otherwise if you know better) with a quick description (e.g.: the title of the post would be the link, and the content would be the short description).
- ** addition of custom taxonomy** These custom posts need to be searchable by destination (country and city, so hierarchical taxonomy)
- ** addition of a bulk upload feature **: I have hundreds of these links to upload, and I'd like you to add a custom bulk upload functionality from the admin. This should be able to upload comma- or tab-delimited files with the info (link, blurb, and maybe a few columns for the taxonomy so that the metadata can be uploaded at the same time)
Preference will be given to bids that can show me they've done something like the starred items above.
