Your task is pretty interesting, but I need more details about it to tell you a final price. So far I don't really understand how your analytics should work. Also I need to know how big the input data is? Also, have you consider about using google spreadsheet and google API for solving this problem?

I am an excel freak doing data analysis everyday using python for excel. There's a simple code that takes in the data from your excel sheet and then their are lot of library tools to do your job with the data. Seems simple for me.
