Hi there.. I have just seen your post. I would have done this through ATmega328 after programming it using Arduino because it contains the libraries for WiFi module. The submission to the API will be done via a PHP page that is pushed to the server through POST. The PHP page will contain the set of characters needs to be sent. The final design will be a PCB layout file containing the MCU, WiFi module and the RFID reader all in one place in addition to the other peripherals . In my humble opinion, ESP8266 or ESP32 would be a good choice for wifi feature. For RFID reader, there are many examples available.
