Mobile camera design - HD - 4K

Hi there, I need to design a camera for mobile use (installed in the vehicle) recording the road in front of the vehicle and back of the vehicle. The resolution should be HD - 4k. The camera should have a fixed lens. The camera should be a small form factor and transmit video with low latency (below 25ms) to a distance of 2 meters. (ex. using FPD-Link3). It would be welcome if the camera have Image stabilization, WDR, and some programable settings, like shutter speed, ISO/Gain. The design should include only the PCB, not housing, however, if the engineer has the capabilities to design housing that would be perfect.
