Development of a feature for AR Project

I am currently developing an application and I need to speedup development. I am looking at external partied to develop features of the application. The project is to evaluate team capability this feature adds, removes and update team members in single evaluation. The work will be collaborated using Jira. Below is an example of the description of the feature. We have a cloud database for development, we will add the potential developer in our jira. It is good if the develop is conversant with CodeCommit (Git) For each evaluation created, members can be added or updated. To add members ¨+Add Member¨ button must be pressed on the Member List page (AR-63) and the form page a for with the following fields will appear. The field values will be blank and the user will be able to add the values and save To update member details, the Edit idon must be pressed on the Member List page (AR-63) and the a forn page with the following fields will appear. The field values will be the current values and updatable values can be updated in the text boxes and saved. If the evaluation is closed, no data can be updated or no new member can be added to the evaluation After save, the user must be table to the memberlist page.
