This App can be custom-made, or, can be an existing one that allow me create and deploy own streams. The app when logged in, provides the customers with a pre-defined set of videos, movies, clips that they can select from. The interface is a standard to those seen on Satellite Box plugins, or, Airplanes, where you can browse, preview synopsis, and decide to watch, and you have VCR controls over the clip.

OK further clarifications: the clips are already hosted on Microsoft Azure Media Service which supports HLS (http live streaming). So this part is done. The second part which needs development is the android app which reads from an XML file on our server that has the Title of the Video Clip, Category, Publish Date, Genre, Duration, URL to Thumb/Poster, URL to TEXT Synopses, and HLS (http live streaming URL).
