using ffmpeg to generate hls content

I am current using ffmpeg to generate hls content for an ios app. This create the .m3u8 and the .ts segments. This is working fine but I now need to generate a 192KB stream of probably audio only to meet the Apple "Special considerations for cellular" requirement: [login to view URL] I will supply a small sample .ts input file and the ffmpeg command line I am current using for your work. Please don't bid if you have used ffmpeg to generate hls content. Please don't bid if you are not the one to actually be doing the work.
