Hi, I have over 20 years experience in programming with more than 15 years in web development and quite some years with mobile apps. I can implement your ideas fast & reasonably priced. As far as I understood, you will need some gps-enabled app to find the nearest hotel and book a room there - including a QR code for check-in. Plus you will need some website / dashboard to manage the whole thing. I guess it should also check, if there is some room available in the hotel. So how will you keep track on that ? Only by the admin dashboard + bookings from the app ? I think you will also need some possibilty for the entire hotels to "tell" your database that a room is booked for some day. I do the "agile development" approach - meaning, that through the entire process I update you with new versions, as soon as it has some major changes / new functions. You can than check the progress and we can talk about how you like it and what has to be changed. I would start with a MockUp - setting up the user interface for the app, every button, ... will be there but with dummy data and clicking buttons will not always do something.
