I'm working on exactly what you want. It's a 2D project Unity 2D/3D. It's completely customizable. You just need to import new picture and my code will read through you image and extract all the different colour samples and create a colouring swatch. It's an ongoing project. I was making it for myself but on a good price I'm willing to sell it. I've made the entire concept only UI work is pending (menus and stuff). I can send you a demo if you like. Current State of the Project State: 1. you can import any image in the Unity editor and code will read it regardless of the image format. it works with all image formats (PNG, JPG etc). 2. you can pick up colours from swatch. e.g. when you pick up orange colour from swatch, only orange part of the picture would show numbers. so that user could figure out where to put the color. 3. screen panning, zoom in and zoom out and all the camera movements are working.
