Given an opportunity to be my first client here, I would like to assure you of timely and high quality result. I am an experienced software engineer with plenty of experiences working with Databases. Assuming that the data is static, and new data is not coming in real-time to the databases, your problem can be approached in two ways: 1) New Tables are parallel recreated to store correct data (Provinces, States). Eventually we simply switch to use new tables instead of old. This would be a breaking change and downtime would be needed if that database is currently used with another application. 2) We can create new mapping tables for Province to State mappings. A DB view can be simply created to combine the new table with existing data to give correct view. This change would be non-breaking and seamless. If there are no more applications reading from the old table, the old keys can be dumped at that point. I can write SQL queries to perform the operations. Some part of it would be manual (Providing the mappings). Additionally, If you expect new data coming into the DB still uses faulty keys, we can execute our queries as a stored procedure.
