File Uploader for Android / iOS Telerik / Kendo UI App

We are currently developing an app that is intended to be available on the Apple, Google Play and Windows app stores it is developed on the Telerik Kendo Hybrid UI platform and uses ASP.NET and SQL for server side, the client side uses HTML, Jquery / Javascript. What we need is a developer that can help us create a file uploader tool for the app. The file uploader needs to be able to access the device file storage and image storage so that the user can upload an image or file that is saved on their device and upload it to our cloud storage and use it within the app. The file uploader will need a progress bar, a way to limit the file types to jpg, png, gif, pdf, eps, ai and file size so that the user cannot upload just any type of file and file size and report a warning or error back to the user or notify the user if the file was converted. Also we will need to be able to easily edit what file types and file size are support so if in the future we need to change it we can by just making a small change to the code. The app will need to be able to use the file within an HTML5 canvas for editing so image magik file conversion may be required for some file types such as PDF.
