Dog park meet

So here in Jackson wy USA, we have zero dog parks except a temporary one for a few months in winter. Plus we have lots of animals. So initially I only need the local area and that being Jackson Wyoming but also known as Jackson Hole wyoming. I want animal owners to be able to set location pins about there location e.g. The dog park or any local trailhead. So other dog owners/animal owners can see who's there and if they want to meet up for play dates and set times. So using the phones GPS for location or optional setting for setting pin themselves. Maybe having a picture they can put up themselves of there dog/animal. Maybe have a way so locals can advertise on the app. Dog of the week who needs Adopting. A real satellite image for the maps is preferred. As we do live somewhere with zero cell phone coverage areas and it helps. Maybe also a way for clients to report animal locations and if out of coverage area report it and once on signal or Wi-Fi it reports it so others can be made aware of possible dangerous animals or cute take some photos kind.
