Build a simple Facial Recognition application

We are looking to develop a simple facial recognition prototype application that utilises Microsoft Dynamics, or Azure based SQL Server database repository of facial images and utilises Microsoft Cognitive Services - Facial Recognition API to analyse and identify the facial image. The input can be either static photographs or streaming video (via mobile devlice, or webcam), the option to select either input method should be part of the UI. The output of the facial match should return the verification result (confidence ratio) and the identity of the facial image. Other face attributes of the Facial Recognition API, such as Age, Gender, Emotion etc should also be exposed to the application and able to be selected to display (via a simple UI). The application should be developed for cross-platform use (Windows PC and Android, iOS tablet use), with language consideration given to Microsoft technologies particularly C# and ease of integration with Azure/SQL and related technologies. The applicaton must be able to write back to the database with confirmation and datetime of the facial match.
