Build a background android mobile phone app

We are a small company that needs to communicate/control a phone dock. Brief discussion of the application: A background android phone app that is dormant until the phone docks with a usb hub. Upon docking the app starts polling every X seconds the temperature of the CPU and Battery. It then compares those temperatures to preset high/low thresholds and upon reaching any threshold communicates to a specific USB HID controller board (VID, PID) a sequence of Hex Bytes in a response to those temperatures. Once the controller is enabled the app continues polling the CPU and Battery for a preset threshold to turn the controller off by again sending an appropriate sequence of Hex Bytes. After the controller is reset to off, the app then continues polling every X seconds the temperature of the CPU and Battery until a threshold is met or until the phone undocks from the usb hub and the app becomes dormant again. Debug user interface with option to open, show/edit the Polling seconds, thresholds, VID/PID, temperatures battery & CPU, and usb hid messages. Requirements: Background control android phone application designed for android platform 6.0.1 - 9.0.1 Running on Samsung Galaxy S7 -S10 phones. Minimum UI for debugging use only Combines proven functionality from subsets of 2 current Android apps to create new control app CPU GPU Meter Notification Monitor [login to view URL] [login to view URL] Use Native tools for Google Android Studio or Eclipse Well Commented code without warnings and unnecessary variables Minimal code/ Code optimization is a must Background task optimized for power conservation Program boots up when phone boots up Resulting app IP becomes the property of IEM Project deliverables: Compiled APK and the project files containing the libraries and the source code Entire sequence has been manually tested, details of flow chart and hex codes to follow. Software will need to be tested on a Samsung Galaxy S7 - S10 phone, so programmer will need access to a phone Employer will be traveling the week of 4/22 and will response to quotations beginning 4/29
