Build an App and Protal for Urban Mobility System

We need to develop a system to allow users do book seats in vans from a fleet. These vans has about 15 seats and operate in fixed routes. The users belongs to groups that can be a company for instance and the system must allow the user to pay directly to the operator or manage a balance which will be charged from the group, and then the group can charge from the user. We will need 5 interface. 1. Interface Web for the system administrator which will allow the user to manage vehicles, drivers, groups, users, routes, user balance, group balance. 2. Interface Web for the group administrator which will allow the user to manage users, user balance and group balance. 3. Interface Mobile for the user, which will allow the user to book seat(s) in a specific route, check his/her balance, pay for the seats, generate a QR Code which must be presented to the driver in order to checkin and checkout the van. 4. Interface Mobile for the driver, which will allow the driver to read the qrcode of the user on checkin and checkout, to generate the pessenger manifest which are currently on board, notify the driver in case of a pessenger in the street booked a seat which will demand a stop so the pessenger can board in the van. 5. Interface Web for the driver, which will allow the driver to generate reports to list the transports made and number of pessenger transported in a specific time period.
