Andoid app with webview builtin

Hello everyone,
I'm looking for simple Android application which loads a already working web page with form.
Idea is that once form (page) is opened App needs to save it (page and data in form) for future use when no internet is available. When Internet is not available on a phone then load saved form and if internet is available then open from internet. Web page with form is ready and have a lot of different logic based on type of data, that's why we are planing to use Webview instead of native app
We can also add simple GET api to check date of data on server and check if local data is newer.
Let me know if you have experience in similar functions.
