Open a Google Developer Account to sell apps through Google Play

Hello, I need an a Account on Google Developer that can let me sell paid apps on the Play Store. Is a Canadian Account, I couldn't pay for the $25 fee directly to Google because I don't have a credit card and they didn't accept my ATM card so I need someone that can pay that fee so I can become a Merchant and can sell paid apps on Google Play. Since I will later set my bank account to Google so I can receive the payments I guess I am going to need a Canadian freelancer to do it for me, but I'm not sure about this, so I'll accept suggestions from you that know more about this than I do. I will be paying you $40, with that you pay the $25 fee and you get $15 to yourself. It's a very simple project, if you can do it, let me know. NOTE: I will be providing you the Gmail account I'm going to use on Google Developer, all I need is someone to become me a Merchant. Thank you.
