Convert Excel Spreadsheet to Android App

I am looking for an Android app developer that can convert my excel spreadsheet into an iphone/android app. There is some exponentiation in the equations, but it isn't a complex spreadsheet. Part of the job will be to ensure the app is clean and suitable design wise. We are a membership organization, and would like to restrict access to the app through our membership data base.
Things to know:
1) We have a website where we are able to control the username and passwords
2). We do not need the files to be saved on our server, rather on the users device.
3) There needs to be PDF or Excel Creation from the app's inputted information
Besides for the attached Excel Spreadsheet, I have created a detailed document of notes for structure and functionality. It will be available upon request.
